2001 International Year of the Volunteers
National IYV Preparations and Committees

UPDATE ON NATIONAL COMMITTEES
There are now 28 existing IYV 2001 National Committees, whose main roles are to:
- Plan & co-ordinate an energetic program of IYV activities;
- Represent the diverse spectrum of volunteers and volunteers organizations;
- Facilitate the process of national IYV 2001 consultations;
- Grant permission to use the IYV 2001 logo;
- Recommend to Governments measures to support volunteering;
- Report to Team IYV at the UNV on goals and achievements reached during the Year for the final report to the United Nations General Assembly.
IYV 2001 National Committees are planning a calendar of events for the Year, including:
- Events to mark the opening and closing of IYV 2001;
- Conferences, workshops or meetings of volunteers organizations;
- Events that involve volunteers working for local/national/international causes, charities and/or projects;
- Highlights of volunteers and volunteer issues through a media plan linked to IYV activities;
- Soliciting support and involvement from eminent persons, government, private sector, academia;
- Developing a national IYV website;
- Developing a plan to disseminate IYV information to volunteer organizations and individuals;
- Issuing a National Volunteer Report at the end of 2001.

IYV 2001 NATIONAL COMMITEES
1. Existing National Committees

ARGENTINA
The White Helmets Commission, as part of the Ministry of Foreign Affairs of Argentina, was appointed Focal Point for the International Year of Volunteers. With the collaboration of the UNDP-UNV Local Office, a preparatory meeting for the constitution of the Argentine National Committee was carried out in May. The meeting was attended by governmental and non-governmental organizations working with volunteers involved in social, cultural, health-related, academic, environmental and emergency activities.
An Executive Board was established including the Volunteers Program of the Ministry of Interior, the Adventist Development and Aid Resources Agency (ADRA); the Forum of the Social Sector (a network of 135 NGOs), "Defensoría del Pueblo Adjunta" of the Government of the City of Buenos Aires, the United Nations Association for Argentina (ANUA); the National Centre of Community Organizations (CENOC) and the White Helmets Commission (Focal Point). A plan of action for IYV 2001 in Argentina is currently being prepared.

COUNCIL OF EUROPE:
The Committee on Social Affairs of the Parliamentary Assembly of the Council of Europe (CoE) has selected Turkish Member of Parliament Tayyibe Gulek as Rapporteur for a "Recommendation on IYV 2001". The Committee will begin work on the Recommendation at an upcoming meeting in Antalya, Turkey on June 1.

DENMARK
At the initiative of the Danish Ministry of Social Affairs, during the month of June, a Committee composed of NGO and Ministry representatives will meet to discuss plans for IYV 2001. Foreseen plans for 2001 include: voluntary work at the local level - cooperation among organizations and local governments; recruitment of new volunteers with focus on youth and foreign ethnic groups; and development of the voluntary work - promotion of its values and quality.

ENGLAND
The National Centre for Volunteering has produced an interesting structure chart for the IYV project in England, which includes the setting up of an IYV2001 website in England.

INDONESIA
On May 31, UNV Indonesia in co-operation with the Ministry of Manpower and Jakarta International Association of Volunteer Efforts (JIAVE) has held a meeting with key figures from the government, various volunteer organisations, private sector and NGOs. At this meeting was discussed the plans for IYV in the country, criteria, rules, and candidates for the IYV National Steering Committee. This follows a first IYV workshop held on 28 April, in Jakarta, on "Volunteerism in Indonesia: Challenges and Opportunities in a Society in Transition", gathering representatives from various volunteer Sending Agencies, Scout Movement, Red Cross, Ministry of Manpower, JIAVE, Volunteer for Humanity, Academia.

MONGOLIA
The National Committee for IYV 2001 has already met several times, and has presented the Year by organizing a public event untitled "Volunteers in Ulaanbaatar Cleaning the City" on 27 May 2000. Members of the National Committee include the Mongolian Volunteers Association, the United Nations Volunteers Programme, the Mongolian Red Cross Society, the Mongolian Federation of Sport and Volunteer Sending Agencies (VSO, Peace Corps, etc). Promotional plans include the production of a booklet and a video on "Volunteers in Mongolia": each organisation will provide information on volunteer activities in Mongolia.

NIGERIA
The Nigeria IYV 2001 National Committee is composed of representatives from NGOs, academia, the UN, the private sector, the federal Government, and the media. It has initiated consultations and should be formally launched by mid June 2000. The National Committee has established sub-committees to develop work plans for the activities related to the IYV National Conference, now planned for July 27/28, 2000 in Lagos. The expected output of this conference will be a draft work plan for Nigeria during IYV2001 and beyond.
The National Planning Commission was designated as the Federal Government Focal Point for IYV 2001.

RWANDA
The Rwandan IYV 2001 National Committee was formally inaugurated on May 4, 2000, under the auspices of Mr. William Ntidendereza, from the Ministry of Youth, Sports and Culture. The Committee is composed of representatives of the Ministries of Foreign Affairs, of Lands, and of Economics and Finance, of the National Assembly, and of the following organizations: National Youth Council, Red Cross Rwanda, VSO, AVSI, AFVP, UNV, and of representatives of religious associations in Rwanda.

SAMOA
On April 6 2000, the International Volunteers Day (IVD) Committee was replaced with a new IVD/IYV 2001 Committee. Members of the newly elected committee include Ms Telesia Molioo, (who will be acting President of the Committee and has a long history of involvement with the local community) and representatives of the Apia Youth Development, of the Bahai community, of JOCV (the Japanese Overseas Cooperation Agency) and United Nations Volunteers (UNV). SURINAM
The IYV National Committee is to be officially established before the end of July and preparations to that end are currently underway. Recently, at the first-ever meeting of representatives of all service clubs in Surinam (Jaycees, Inner Wheel, Rotary, Lions, LEO, Soroptomists, Kiwanis, etc.), participants agreed to present their candidate for the National Committee by early June. Also, Forum NGOs and the Red Cross have agreed to take up a seat in the Committee together with the United Nations Association. Furthermore, IRIS (the inter-religious council of Suriname) and the head of the Catholic Church have offered their full support for the IYV initiative, as has RAVAKSUR (the umbrella organization for all the countries' unions).

TURKEY
On 31 May a meeting of NGOs will take place in Istanbul to discuss plans and preparations for IYV 2001 in Turkey. The IYV 2001 power point is now available in Turkish thanks to a very welcome new addition to Team IYV: Melda Ünlü.

SOUTHEAST ASIA
Participants from seven countries took part in an IYV 2001 Regional Workshop for Southeast Asia on May 3-4 in Hua, Hin, Thailand. The workshop, organized by United Nations Volunteers and funded by the Government of Japan, was the Second regional workshop of its kind, following a similar gathering of Caribbean volunteer organizations last August in Suriname. During the Thailand workshop, participants gained a common understanding of IYV 2001, assessed specific forms of volunteerism in their countries, discussed plans for forming IYV National Committees and drafted recommendations for advancing preparations for the Year nationally. Volunteer representatives from Cambodia, Indonesia, Lao PDR, Malaysia, Singapore, Thailand and Viet Nam took part.

SEMINAR ON VOLUNTEERING AND THE ROLE OF THE STATE:
Governmental representatives from countries in all regions of the world recently came together in Hilversum, Holland to discuss the role of the state vis-à-vis volunteering. The meeting was organized by the Dutch Ministry of Health, Welfare and Sport and was chaired by Sharon Capeling -Alakija, Executive Coordinator of United Nations Volunteers.
